Housing Solutions That Work!
Dilkens Vows to Build 5,000 More Homes Next Term
This past term as Windsor's Mayor, Drew Dilkens, working alongside Administration and City Council, delivered a Housing Solutions Made for Windsor approach that recognized the unique characteristics of our community, didn’t impose a one-size-fits-all approach, and found ways to unlock new housing developments across the community.
And it’s been working. In June 2026, Windsor was named one of the “Top 15 Most Affordable Cities” in Canada by real estate rankings.
Recognizing that this is an approach that is attracting millions in housing investments and nearly 500 new units in the first two years alone, Dilkens vows to continue the success of the housing plan, and expand the opportunity for development of housing stock that meets the needs of Windsor residents today and into the future.
By enacting Dilkens’ plans, about 5,000 more residential units will be facilitated, with a focus on:

More Housing, More Options:
-
Reduce and Freeze Development Charges by 70% for the next three years.
-
Unlock Sandwich South housing stock.
-
Build the units at Caron Avenue, Pelissier Street, Janette Avenue, and Roseland.
-
Secure a residential development for the W.D. Lowe and Grace Hospital sites.
-
Create Solidarity Tower 2.0, attainable and affordable residential development for families and seniors.
-
Secure funding from Build Canada Homes to create Meadowbrook 2.0 affordable housing development.
-
Move forward with expropriating the lands in Olde Sandwich Towne to revitalize the historic neighbourhood and spur affordable residential developments.
-
Add new properties to the Housing Solutions Made for Windsor portfolio, including options for seniors, families, and young professionals aged 20-40, and ensure the new lands are shovel ready.
“We’re taking bold action to help get shovels in the ground,” said Dilkens. “New units are coming online that are affordable, attainable, and in keeping with the character of their existing neighbourhoods.”
